Most projects lose resolution at the handovers. Intent set in design is reinterpreted in documentation, then compromised again on site. Each transfer between separate parties is a point where the standard slips and accountability divides.
BOWCON removes those transfers. Design, documentation and construction sit inside one accountable structure, so a decision made early is the decision that gets built. Full-chain control reduces the dilution between intent and execution, because intent and execution answer to the same standard.
